Flat mesonotum, parapsidal sutures, and tibial spur can be seen here. Jerry, please do not frass.

It would be nice to be able to see it from the side, but I would think this is in Eupelmidae. I base this primarily on the shape of the thorax and pronotum. You might want to wait for a second opinion.
