Paracantha
Looks like the genus Paracantha, with five Nearctic species.

Interesting, just now I came across an image of Paracantha that seems close, at least on the genus level, to this fly. The image can be accessed here

This genus seems to be a pest in N. America, but I have to find out more...

Only one mentioned as pest
Only one species is included as pest species in the Intkey for Pest Fruit Flies of the World, P. cultaris.
