Paracantha
Interesting, just now I came across an image of Paracantha that seems close, at least on the genus level, to this fly. The image can be accessed here

After looking at the image I noticed your comment, Paul. Thanks.
This genus seems to be a pest in N. America, but I have to find out more...

Only one mentioned as pest
Only one species is included as pest species in the Intkey for Pest Fruit Flies of the World, P. cultaris.
See: http://delta-intkey.com/ffa/ and http://delta-intkey.com/ffa/www/par_cult.htm.
