These are photos of Mud Dauber Nests.
These are Thread Waisted Wasp nests, family Sphecidae. Some nests can be roundish mounds, and others are elongated several inches long and called Pipe Organ Mud Dauber nests. These are solitary wasps and not anywhere as aggressive as paper wasps or yellow jackets.

I'm thinking they are black and yellow mud dauber nest. You are right they are not aggressive at all, and I haven't found paper wasps to be very aggressive either. Now yellow jackets...
