Paraprociphilus tesselatus
Looks like Paraprociphilus tesselatus (woolly alder aphid) See Johnson and Lyons "Insects that Feed on Trees and Shrubs" pg 305. This is not definitive, but the abdominal markings and color are highly suggestive.
