Cocoons/pupae on oak

Size: about 1cm
There were many of these cocoons on an oak. Some had exit holes. One group of cocoons had (presumably) other insects around them, including what looked like a cicada exuvia.
The approximate size is of the pupa, the cocoons are larger.

Possibly Orgyria vetusta - Western Tussock Moth
... the cocoons and pupa look like typical Tussock Moth material. They can be pretty dense on Coast Live Oak.

The hairs incorporated into the cocoon silk had me thinking tussock moth, too.

 
I thought so too, but...
1 cm? So very small! Are western tussock moths much smaller than white-marked etc.?
