I'm reasonably sure this is a Chymomyza but would like verification. I thought twice about even bothering to post, thinking they are everywhere. To my surprise, there are not many vinegar flies posted on BG.

Agree...
However, it's worth noting that not all Chymomyza species have banded wings (e.g. C. procnermis). This may be C. amoena, but I would leave it at genus level for now.
