This is an aquatic beetle in the family Hydraenidae, known as minute moss beetles. The adults of this family have a 5-segmented antennal club as in your specimen. They are rarely collected partly because of their habitat as well as their size. Genus looks to be Ochthebius.

 
I can understand
why they're not collected often. I wouldn't have even seen this tiny beetle, except that I was looking at something else on the wet leaf at magnification, and accidentally saw this beetle moving. I'll have to keep looking closely at the decaying vegetation I pull out of the water.
