Looks like Eumenes bollii
This looks similar to a wasp I took pictures of last year, also in texas.

Not so sure.
I 'guess' it is a Eumenes, but looks strange even for that genus. The species are highly variable in color and pattern, so I can't rule out bolli, but other species should be considered.

 
Eumenes
I believe Eumenes is correct but it certainly is not E. bolli because it has only short hairs on abdominal segment 1. This should be either E. smithii or E. aureus.
