Fly with thrips - Dilophus tingi - female

Fly with thrips - Dilophus tingi - Female
Desert Hot Springs, Riverside County, California, USA
April 5, 2009
Size: less than 5 mm
Found on SW Thorn Apple.

Moved
Moved from March Flies.

There should be three rows of spines on the front tibia. I can't tell one way or the other.

I'm confused...
If you "can't tell one way or the other", how are you identifying this to species?

Other characters
The species has a long nose, short costal extension, clear wings in the female, black body, and three rows of spines on the front tibia. I can't make out the last character. The others combined should be enough, but it would be good to confirm because the head shot isn't at the best angle for figuring sizes of parts.

OK
Thanks for providing me with a more detailed explanation, John!

Then that pale colored bug ju
Then that pale colored bug just beneath it must be realllly small!

thrips
that pale thing is a thrips (I think) and I don't think it was visible without the camera, or barely visible.

...Okay...
...I have to look up thrips!

Scatopsidae?
Family Scatopsidae, perhaps?

I don't know
maybe? See other image of mating flies I just posted here
