Size: under 1/2 inch
Amazing how many syrphid flies, dance flies and spider wasps are out and about this year.

Toxomerus (note spelling) for sure.
Not positive on species - abdomen is oddly shaped and colored - but do think you're right with T. occidentalis. (Not an expert.)

 
More sure of myself now.
It's Toxomerus occidentalis.
