Size: 8-10mm without antennae
Very unusual Orthopteran. Never encountered one before. What is up with those pedipalp looking things? It was moving those about actively.

Phyllopalpus pulchellus
I think that ID is correct. Capinera notes that this species has a distinctive look that can't be mistaken. (1)

 
Palps
Even the flattened ends of the mouth palps look alike; I guess that the name Phyllopalpus means something like "leaf-like palps", from the Greek word for leaf.
