Size: ~1 cm body
This insect flew over my lawn and alighted on my car just long enough for me to snap this photo. Very frilly antennae.

Chironominae
It is a male of subfamily Chironominae.
Chironomus
is likely, especially if the size is accurate.

Measurement and thanks
I found another specimen today and was able measure it: 9 mm body (excluding legs) plus 1.5 mm antennae.
