Size: ~1 cm body
This insect flew over my lawn and alighted on my car just long enough for me to snap this photo. Very frilly antennae.

Chironominae
It is a male of subfamily Chironominae. Chironomus is likely, especially if the size is accurate.

Midge
Not sure which genus it belongs to but reminds me of Chironomus. Please wait for an expert.

 
Measurement and thanks
I found another specimen today and was able measure it: 9 mm body (excluding legs) plus 1.5 mm antennae.
