"I read the comments and identification. In fact C. trivittatus does live in ponds (as well as lakes). I'm including my revision of the subgenus that includes both cooki and trivittatus.
The species you have is C. trivittatus. C. cooki is a temporary pond species and pupae don't appear until later in the year.

Habitat?
Would you characterize the habitat as a "lake", a "pond", or something else? Do fish live there?
Now I think this must be
Chaoborus trivittatus
or
C. cooki
.

Tenative ID
This is probably
Chaoborus cooki
, a vernal pool species. The related
C. trivittatus
is found in larger water bodies and knows how to avoid the fish that live there.
