Size: 1 inch or so
At first I thought it was spores because the tree it was crawling on was in the shade. Then it moved.

Sawfly larva?
Here's a sawfly larva that is similar . What kind of tree was it? (PS: We cropped off the white border for you.)

These are larvae of the "butternut woollyworm." Very cool larvae!
