Size: 3mm (1/8")
Weird little fly. I believe it's a fly because I see halteres in this pic.

Please help with ID.

Yes, fungus gnat.
Long spurs on tips of the tibiae, plus enlarged coxae (basal leg segments) all point to Mycetophilidae.
