Unknown insect - Sialis

Size: between 1/2-1" I believe
I saw this insect only very briefly and managed to get just one photo. It was on a goldenrod plant and not far from a stream in the Dominion Arboretum in Ottawa. I am uncertain even to order for this insect but wondered if it might be in the Neuroptera? I'm sorry the photo is not better.
