The wings aren't held flat like a midge, but I can't figure out what this might be.

Psyllidae: Psylla sp.
We have specimens that look like this from northern NH identified by Daniel Burckhardt as Psylla nr. caudata. No one knows the North American fauna right now, despite having many species described.

Jumping plant louse.
This is likely a psyllid (family Psyllidae), known as "jumping plant lice." Might be a newly-molted individual, as it looks like the pigment hasn't completely darkened yet.
