female worker ?
Hi Jeremy,
I ran across another post that indicated that the queens have more isolated spots on the abdomen. Could this be a female worker? What features were you looking at for the queen ID? I don't know much about them personally. Here's the post I looked at RE queen.

I think this is indeed a spring queen...
albeit rather small, hence a color pattern somewhat reminding of a worker's. Such undernourished specimens occur in most Yellowjacket species. Some of the larger workers can look virtually identical, but the season of the capture rules out anyone of them.

This is V. pensylvanica
Evidenced by the complete yellow ring around each eye.
