Oestodes tenuicollis
There are two species in Oestodes, but I only have Oestodes tenuicollis, and our few have the tan elytra. This appears to be a melanic specimen of that species.

I found a picture of the type for O. puncticollis and the pronotum is covered with obvious punctures (as the name would imply). Otherwise the color is similar to the tan form of this species.
