Flea beetle?

Flea beetle?
Antelope Island, Davis County, Utah, USA

Size: 3/8 to 1/4 inch
I'm guessing on this tiny thing being a flea beetle only because of the weird back legs. It looks like it's going to jump at any moment. It's a pretty little thing.
