OK, I hope I am on the right track with this one... I believe that this is a
Delphacid Planthopper, but as I've never seen one before, I'm not entirely sure. From the reading I've done thus far, I would guess that this is a "short-winged female", but I haven't been able to find anything submitted from California that looks similar. My hope is that Dr. Hamilton will enlighten me with a few answers!
I wish I could state what plant I found it on -- but, as you can see, I photographed this one on the side of a utility shed. Plants growing very nearby were Mustard, Oleander and several varieties of non-native grasses. Outlying habitat is chaparral & mixed oak woodland.
