Argochrysis
With white spots on legs, white edge at the end of abdomen and since it is found in New World there is only one possible genus it can belong to - Argochrysis.

Ruby-Tailed Wasp
Hello ^-^

Not a bee I'm afraid, Its actually a Ruby-Tailed wasp or Cuckoo wasp (Chrysididae), so aptly named because it deceivingly (though brilliantly!!) lays its eggs in the nests of other insects. In the height of Summer, the species Chrysis ignita is quite common. This might be C.ignita but its intricate venation is hard to make out.

I agree it is a Chrysididae, but I do not think that it is the genus Chrysis and for sure not ignita, which is a European species... It looks more like a Hedychridium...
