Don't know
It looks like Cricotopus but lacks the white band on the tibia found on species with black and yellow abdomens.

Ceratopogonidae?
It looks almost Ceratopogonid like "biting midge", with the paint-brush like antennae, I'm probably wrong I don't know.

I wasn't familiar with ceratopgonids...
...but I think that they are only about half the size of these midges.

The legs do seem to be mostly dark colored. Maybe I can find a better shot of the tibiae.

For now I am adding another frame because it shows a view of the head that seems distinctive, maybe it will help.

I agree Cricotopus
I think John is right above, Probably Cricotopus lebetis or trifasciatus spp. That banding of the abdomen seems quite distinctive. The antennae are much more plumose than I first thought also. Nice pic!

The legs really do seem to lack the light colored bands. I might have chalked that up to inadequate light, but I think John has offered a good clue!
