Gnat
I think it's a fungus gnat, family Sciaridae. It takes high magnification to make out the diagnostic features required by the key to genera of the family and I don't know enough about the family to work from general appearance. Some of the important characters are hairs near the end of the front tibia, on the veins near the tip of the wing, and on the wing surface.
