Size: Maybe around 5 mm?
Had this in my crane fly folder but never got anywhere. Seems like Anopheles species is a better choice. Not exactly sure how to tell gender. Sorry not too many legs left.

Female Anopheles
males have very frilly feathered antennae.

 
I'm going with An. crucians
The white bands on the palps make it crucians or pseudopunctipennis, and the fact that the anterior margin of the wing is solid black, with a white area at the wingtip, makes it crucians.

I'm using the plates in the back of Carpenter & LaCasse (1955), so there are definitely other Anopheles I'm not considering, but An. crucians is a very common mosquito, and I'm pretty confident about it. OK, now I'm looking in the text, and An. crucians and An. bradleyi can't be distinguished, and both occur in your area. Bradleyi are generally found in slightly to very salty habitat, crucians in fresh or nearly fresh water habitat, if that helps.

 
Salt
The ocean is probably 40-50 miles away. The Delaware river is tidal but I don't think that the brackish water comes anywhere near this far upstream and the river is around 15 miles anyway. I think that would leave any salt just whatever is in the sandy pine barrens soil.

 
Then I'm sticking with An. crucians
Sounds pretty convincing, though the possibility does still exist that it is An. bradleyi. I guess if they really can't be distinguished, no one can say for sure that we're wrong!
