Looks like Simulium
This looks like a male of Simulium. Do you have a clear shot of wing veins?

Normally wing veins (and small hairs on the veins) are used to get to genus on Simuliidae but a shortcut is, black flies with banded legs are in Simulium.

After wings, the next important diganostic feature is the end of the tibia and basitarsus of the hind leg, seen close from the side. Genital features usually suffice to get to species or near, though I've never tried using that level of the key.
