Hairy and Flat Caterpillar?

Hairy and Flat Caterpillar?

Size: 2" Long
We found this on the ligustrum bush in our yard. We have searched many caterpillar websites and cannot find anything to identify it. It is hairy and very flat against the branch so it doesn't look like a normal caterpillar. Please help if you can.

Could be a Tolype caterpillar.
Here is an example , though I don't think that particular species is found in your area.
