this is a D. arenaria. no doubt in my mind.

Aerial yellowjacket.
I'd say the "aerial yellowjacket," Dolichovespula arenaria, but do wait for a second opinion or two:-)

 
I am not an expert
but I agree with Eric's ID. The black marking on T1 that touches with the one on T2 and the fact that there are no free spots on the abdomen indicate D. arenaria as apposed to the usually darker V. vulgaris.
