I'm guessing that this is Euodynerus bidens, from the white spots behind the eyes, and a male, due to the white on the face. The abdomen is entirely black except for the one white band near the front. ID'd from BG images and discussion. ID correction welcomed.

If I understand Dr. Buck's comment, this is just one species.

Monobia quadridens, male (TN)
The white behind the eye is actually a reflection of light (compare second image). Males of E. bidens have a white stripe on the outer surface of the tibiae, males of M. quadridens don't.

Thanks for your comments, and the linked photos - so, I have two different species here? Obviously I don't remember, I was just going through old photos. Should I just frass both of them? I will definately pay more attention to these wasps this year.
