Attracted to light. The sclerotized and distinctively patterned and textured head, along with the wing venation, size, and shape of antennae, seem to indicate a leaf miner fly. This fly is very small - it landed on this electrical cord that is only 6mm wide.

Agromyzidae
Probably Cerodontha. The body shape reminds me of the subgenus Cerodontha, which an apical point on the antenna.
