Does this insect make the tiny oak galls found on live oak leaves? I tagged a picture of the oak galls.

Moved from Eurytomidae.

This isn't a eurytomid.
I can see only 4 tarsal segments in image # 3, and it appears to have a long marginal vein and no postmarginal vein. This makes me suspect the subfamily Tetrastichinae (family Eulophidae) which is often associated with galls.
