These small insects seemed to be hanging near or feeding on dead things at the beach. I'm including a photo of a dead cormorant's foot with at least two of these. The one on driftwood was near an old desiccated seal carcass.

Endeodes insularis
Hi Debbi. Though they have a larval look, these are likely adults. Adult Endeodes are wingless, but they do have (often tiny) elytra. If you can zoom in on your original images, you may be able to see them. Also, they live in intertidal habitats on the Pacific coast of North America and feed on carrion.

With its red head, tiny black elytra, location, etc. --- your beetle here would key to Endeodes insularis in Moore and Legner's 1975 "Revision of the Genus Endeodes". I think Ft Ord would be near the northern end of the range of E. insularis. Joyce Gross and I have found the similar E. collaris a bit further north at Pescadero Beach in San Mateo (which is the southern limit of its range as described in Moore & Legner's revision...it goes north to at least British Columbia). E. collaris differs from yours in having a black head.
