Size: about 2 cm
Seen crawling quickly on sidewalk. Reluctant or unable to fly. Arched its back and waggled its stinger in the air when I got near. Awful 2nd pic included as a somewhat more revealing shot of the tip of the abdomen.

A rove beetle
Possibly Platydracus maculosus. They can't sting but large ones can give a nip with the mandibles. The hindwings normally are folded and hidden under the short elytra.
