Hickory, yes, Phylloxera, no.
My thought that the galls I often see on hickories are made by phylloxeras was based on a mis-remembering of something I'd seen in
Hutchins
. They are made by midges, genus
Caryomyia
. Hutchins has a photo of the pointy ones but does not name the species.
Gagne
has an illustration that matches the fuzzy one and labels it
C. persicoides
. He only illustrates the ones with named species associated with them, and notes that at least 30 other kinds are known.
There
is
a phylloxera hickory gall that looks something like the fuzzy one--you can compare the texture with this one that I cut open:

Looks like two types of galls there. Knowing the tree host is paramount to identifying anything like this.

That doesn't look like a chestnut leaf to me... it looks like it could be a hickory leaflet, and both types of galls look like
