99% sure. I have a hunch that in dorsal view this thing would have mostly orange S1-S3 - looking closely in the full size photo that is the sense I get. It also has a female forktail feel to it, somehow. Maybe there is a way to tell by looking at leg spines, but I don't know it.

If by clubtail, you mean Gomphidae,
then no, not even a dragonfly. But rather a teneral female damselfly. Unfortunately we are not the ones who can tell you which one!
