This bristly beast was feeding on flowers of Rhus glabra.

Tachinid perhaps resembles Parachytas
A tachinid fly, similar images in guide from North Carolina--look like the same thing:



These, perhaps, resemble Parachytas shown at Guide to Insects of Quebec--the size given there is in the right range for the individuals I've seen, about 13 mm. Pararchytas hammondi is in the collection at North Carolina State University, for what that's worth in this vast family.
