Size: 1/4 inch
I have seen many of these insects in the area. It appears to me that they may be Small Carpenter Bees. I have observed this mating behavior in beetles before, but this is a first for me when it comes to bees. Any ideas?

I believe these are in the genus Hylaeus, family Colletidae (note yellow bands on legs, which Ceratina doesn't have). Hard to tell conclusively from this image, though.
