This is a smaller cicada species, perhaps 3.5cm snout to tip of abdomen. Note modified front femer which makes me think Platypedia.

This is a favorite prey species of tanagers and grosbeaks and their emergence coicides with the arrival and breeding activity of those migrating birds. I even saw a Virginia's Warbler with one.
