What are the circumstances behind this image?
Under water? Under a rock? etc. This looks like a pupa rather than a larva, and it has the face of a Neuropteran, but there are probably lots of things it could be. More information from you would probably help the experts here.

Looks more like a Neuroptera (Megaloptera?) pupa to me.
