It was strange to find this here as there seems to be no fast moving water nearby.

They can fly
Black flies can fly tens of kilometers. Some live in slower moving water.

I don't know what this one is. Bicolored legs are supposed to be restricted to Simulium but I suspect what that really means is bicolored femur or tibia.

A view of the wing veins would get this to tribe, at least.
