Can anyone explain why one of these has those small clumps of hairs all over it and the other is smooth. Is this different sexes?

Different ages
These are likely different instars. Don't know if anyone has figured out how to sex caterpillars. Butterflies certainly don't have sex organs during the caterpillar stage. Those form during pupation. Don't know why a particular caterpillar takes on a particular gender. Is it already determined in the egg, or does it depend on what kind of food they eat and how much, or is it temperature driven? Interesting question. Will be interesting to see the responses you get here.
