Like the other photos from the same locality, this is Ozodiceromyia nigrimana (Krober).
(I don't know how these comments are attached across photos, so I am putting the ID on each photo)

Wow!
There are not many flies that will have me lost for immediate clues but this is one. The best I can do right now is suggest that it may be a stiletto fly. Maybe post it on Diptera.info if no-one here comes up with a better answer.
