underground bee nest - Vespula

Size: 30 mm
Found under a rotten log, hanging from the ceiling of an underground chamber, possibly a rodent tunnel. Any ideas?

Young Vespula nest
A few species build tan nests, but I would say this is most likely to be from Vespula vulgaris based on location
