Like the other photos from the same locality, this is Ozodiceromyia nigrimana (Krober).

Interesting
If it is indeed the same species as the earlier images you refer to, than it more or less strengthens my suspicion of stiletto flies. As to the ovipositing, I will have to disappoint you there: this is a male. The eyes are touching on the dorsal side of the head and in most Diptera you will only observe this in males. The earlier images are of a female.
