Female
I think this is a female. The males of tiger beetles have expanded tarsal pads of setae on the first pair of legs, while the females' tarsi look just like the other pairs. This is one immediate way to sex a beetle. Certain other species also differ in shape of the elytra, pigmentation of the labrum, or other fine details.
