What's it eating?
ID may hinge on IDing the hostplant. If you don't know what it is, would you happen to have any pictures showing more of the plant?

Solidago
I'm no expert but I think it's eating
Solidago
sp.
For now, I'll just plunk it in leaf beetles.

If it is Solidago that it is
If it is Solidago that it is feeding on it is likely Tirhabda.
