It was walking around a leaf. Male, I presume based on large eyes.

Platypezidae
A male platypezid...I think?

 
Wing veins differ...
Wing veins differ from this Platypezidae from same location last month:



The earlier one has nearly parallel longitudinal veins. The new guy has crossveins and curves.

 
Not familiar with them...
