Don,
Does the Isoperla n sp. mean that this is a new species? Should I just leave it under the genus page, or make a page titled Isoperla n sp. or something similar?

 
Yes
it means it is a new species. There are apparently several undescribed species in New England, os if you wished, it should be n.sp.A, and so on to keep separate any of the others that may be photographed. Or just leave it at the level of genus.
