Plagiometriona clavata - Clavate Tortoise Beetle
I'm not an expert, but this appears to match. It's definitely a tortoise beetle, just not sure about species. We need an expert to weigh in on it.

I agree with the ID. I would not consider them a garden pest, though, unless you are just totally enamored of morning glory foliage.....
