Also, does anyone know what the spider is about to eat here?

The web was next to a relatively unused set of stone steps with some ferns and weeds growing, in a park.

We would suggest Sheetweb spider
in the Linyphiinae, particularly Neriene radiata. See

Spider prey...
Just a guess, but I think the spider is about to eat an aphid.
